Have an Affordable or Free Bike for a Ukrainian?

My friend from the Ukraine just arrived into Canada (Victoria). He's of course feeling overwhelmed, re-starting life in his mid-30s and I'd love to find a bike for him. He enjoys cycling (any kind of bike really) If you have one that's inexpensive or free, I'd greatly appreciate it! :-) Thanks so much.
