$10 · Ceiling or wall light???

A neighbor had had a major clean out. and they gave me this light fixture to sell. We can't tell if it is supposed to go on a wall or ceiling. We are in South Oak Bay if you would like to see it. The funds will be donated to The Cridge Centre for the Famiily.
